EASTS-IRG38: Vulnerability Assessment of Transportation Systems due to Flooding
in Southeast Asian Cities

This study focuses on the change in residents' travel behaviors and the evaluation of adaptation measures in the transport sector. The data from the questionnaire-based survey was analyzed to understand the change of travel behaviors under the flooding condition. Then a traffic assignment model was developed to evaluate the adaptation measure while reflecting the actual travel behaviors under the flood conditions. This found that the implementation in raising arterial road measure for the western bypass could reduce vehicle kilometer traveled (VKT) by 60%, compared to a usual flooding situation without taking measures.
